Contact details for suppliers of electricity, gas and water as well as services associated with them are vital to any resident. This chapter provides the who, where and how relating to each and also covers wastewater.
Electricity

Powercor is electricity distributor for Kyneton & District. web: www.powercor.com.au
Service faults and power outages should be reported to Powercor on 132412.
Powercor is responsible for connecting power and reading electricity meters but not billing consumers for their use. Powercor passes on the meter readings to the customer’s chosen Electricity Retailer company who calculate their charge and then bill the customer. Most meters are read 4 times per year.
Moving into a residence Connection or Reconnection to the electricity grid
Connection enquiries should be directed to Powercor on 132206 but you must have chosen your retailer before requesting connection to Powercor’s distribution network.
Depending on the Retailer at least 3 or 4 business days notice prior moving in will be required. Where a new house has been built the builder will have organized for power to be available in the house but it is the owner’s responsibility to arrange their personal retailer and connection.

Connecting Power to a property for the first time
To begin the process of connecting electricity supply to a property for the first time a Supply Proposal request form must be completed and forwarded to Powercor. The form can be downloaded from the Powercor website www.powercor.com.au or can be requested from 132206.
Moving Out of a residence and electricity (disconnecting)
When moving from a property notification of your retailer so that the meter can be read and if necessary power disconnected at the appropriate time. Depending on the retailer three of four days notice is required. If you know your new address, connection at that address can sometimes be organized at the same time as disconnection at the old.
Gas
Reticulated Natural Gas![]()
The Kyneton township has long had reticulated natural gas. The other towns and outlying properties do not and those wish to use gas are dependent upon LPG cylinders which prove much more expensive than the reticulated gas.

Connecting natural gas to a property for the first time
If you are building a new home in a reticulated area your builder will organize for gas to be available in the house but it is the owners responsibility to arrange their personal retailer and connection. If you are in a reticulated area and have decided to install natural gas appliances then you, your appliance outlet or your plumber can contact one of the gas retailers to get details of procedure and costs and to arrange connection.

Water and Wastewater
Water
Kyneton, Tylden and Malmsbury townships all have their reticulated water provided by Coliban Water whose administrative office is in Bendigo. Coliban has a depot and workers stationed in Kyneton. Kyneton’s Service Basin and Treatment Facility are on the Tylden Road about 2km out of town. The water is pumped from nearby Lauriston reservoir, is filtered and fluoridated and meets World Health Organisation standards.
The standpipe in Caroline Chisholm Drive ensures that houses East of Edgecombe Road have adequate pressure and supply.
Local towns have been on level 3 or 4 restrictions for at least 2 years and increasingly property owners are installing water tanks to supplement their mains supply.
Coliban Water: is responsible for the town reticulated water and the wastewater in the district. Coliban bills its customers quarterly.

Connecting a property to the supply for the first time or reconnecting a property
The Builder will arrange for water to be connected to the house with Coliban where a new home is being built but to formalize their own supply it is advisable for the owner to contact Coliban For connection or reconnection for an existing dwelling the owner should phone Coliban on 1300 363 200
Leaving an existing service
Sold Properties: the transfer to the new owner will be arranged by the solicitor or Conveyancing agent handling the sale. Tenants: Need to contact Coliban 1300 363 200.
Reporting off-property faults: Phone 1300 363 200 which includes a 24hr fault service.
Water Tanks
Government subsidies via rebates from the water supply company are available to assist with the installation of water tanks and can be $150, $500, $900 or $1000 dependent on the size of the tank and how the tank water is to be used. Tank suppliers have information and rebate application forms.
NB The subsidies are not available for tank connection on properties not connected to the reticulated water mains.

Note that plumbing and pump cost for installation of a tank can be as much (or more) again as the cost of the tank although the rebate does alleviate this somewhat.
Bores: Some sporting clubs in the townships use bores to water their playing surfaces. Many properties outside the townships have bores.
Any person who constructs, alters or replaces a groundwater bore greater that 3m in depth must obtain a works licence before works commence. The issuing Authority for Kyneton & District is Murray Goulburn Water. Further information should be obtained from Murray Goulburn Water on 58335500.

Dams
Some dams require permits and some don’t – each case is individual. It is best to contact the Planning Department of Macedon Ranges Shire Council via 54220333 to clarify what is the requirement for each particular property.
